Thinking of growing my hair... need advice?

I have short, thick, straight hair, and im seriously thinking of growing it to look like soccer style hair (refrence pic. of alessandro nesta)... How can i do this? and how can i avoid the puffy hair inbetween growing it?

if you go to a salon they usually have razors that decreases the puffiness. Also the other day I saw sissors that did the same thing. Just tell em' what you want.

My advice would be to keep it moisturized and get perms often, preferable every month.
