How long does hair need to be for a full head of spikes?

I'm talking the whole thing, front, top, back, and both sides, all spiked. I typically have short hair, and right now, I could use a haircut if I keep wearing my hair the same way. My style now is simple: wake up, take a shower, get out of the shower. I don't do anything to it. If I do, it's amazing that I actually care, and I usually spike the whole top. But I was thinking, it'd be pretty crazy to have a whole head of spikes. So, I gave it a try, but the hair on the back and sides of my head is still too short, and the top is too tall. So, how should I go about this?

Hair needs to be at least 3 inches long all over your head. Heavy duty hair gel and freeze spray. Sounds fun!

Probably an inch to an inch and a half would be about right....just from observations.
